Scaleup Europe’s $5.7B Growth Fund Makes First Bet on ICEYE

Scaleup Europe, a public-private fund targeting $5.7 billion, is now operational and has backed Finnish satellite intelligence company ICEYE as its first disclosed investment.

What Happened

Scaleup Europe, a public-private fund with a $5.7 billion target, made its first disclosed investment by backing Finnish satellite intelligence company ICEYE. The European Commission had announced the fund was fully operational, with investments expected soon, and the ICEYE deal became public the next day. ICEYE is described as valued above $11 billion and was backed through a Series F round co-led by the fund.

Why Scaleup Europe Exists

The fund is designed to help Europe build and retain scaleups, especially in strategic sectors where late-stage funding can be harder to secure locally. The article frames the initiative around competitiveness and tech sovereignty, with space-based intelligence highlighted as a critical infrastructure use case. The broader takeaway: Europe is trying to keep high-growth companies from needing to leave the region to compete globally.

How the Fund Is Set Up

Unlike programs directly managed by European institutions, Scaleup Europe is backed by private investors and run by Swedish asset manager EQT, which was selected through an open call for experienced fund managers. The first closing was anchored by a €1 billion investment from the European Commission, alongside institutional investors from across Europe. Publicly named founding investors include Allianz, APG, CriteriaCaixa, Mouro Capital, Fondazione Compagnia di San Paolo, Intesa Sanpaolo, Fondazione Cariplo, EIFO, and Novo Holdings.

What Comes Next

Scaleup Europe plans to deploy €5 billion, or $5.7 billion, into growth-stage startups based in the EU or partnering countries and operating in strategic sectors. Its mandate includes deep tech, life sciences, clean tech, advanced manufacturing, and digital technologies, with EQT also pointing to areas such as AI, biotech, energy, robotics, semiconductors, and space. Fundraising is expected to extend into 2027, and a second round may be open to aligned non-European investors.
